Family Support Centers of Utah (FSCU), formerly the Utah Association of Family Support Centers, supports a statewide network of 17 crisis and respite nurseries across 11 Family Support Centers. Our mission is to ensure these Centers are equipped to strengthen families and prevent child abuse by providing financial support, advocacy, training, and networking.
FSCU strives to be Utah’s leading resource for family success and child safety. Individual Family Support Centers use trauma-informed practices to strengthen parent-child bonds, build resilience, and deliver critical support during times of stress, emergency, or crisis.

The FSCU Board is the highest leadership body at the state level, responsible for governance and strategic oversight. Board members work in partnership with the FSCU Executive Director to:
• Fulfill FSCU’s mission.
• Achieve financial goals.
• Address key challenges and opportunities.

The FSCU Board provides statewide governance with a focus on strategy, oversight, and accountability, collaborating across all 11 Family Support Centers. It works closely with the FSCU Executive Director to implement the strategic plan and ensure compliance with governing policies.
Each Family Support Center operates independently with its own local board of directors. These local boards focus on advancing their Center’s mission and goals within their specific communities.

FSCU measures progress through a five-year strategic plan with measurable outcomes and key performance indicators. The Executive Board Committee collaborates with the Executive Director to provide oversight, strategic direction, and prioritization of key initiatives.

The FSCU Board recently voted to increase board membership from 15 up to 23 members, including at least five regional representatives and members-at-large. The regions include:
• Region 1 (Northern Utah): Box Elder, Cache, Rich, Weber, Morgan, and Davis counties. • Region 2 (Salt Lake): Salt Lake, Summit, and Tooele counties.
• Region 3 (Western Utah): Utah, Wasatch, Juab, and Millard counties.
• Region 4 (Eastern Utah): Duchesne, Uintah, Daggett, Carbon, Emery, Grand, and San Juan counties.
• Region 5 (Southern Utah): Sevier, Sanpete, Piute, Wayne, Garfield, Iron, Beaver, Kane, and Washington counties.

FSCU Board Committees include:
• Board Governance Committee: Recruits, orients, and develops board members while supporting local community boards.
• External Affairs Committee: Promotes the state network through marketing, partnerships, and advocacy.
• Internal Affairs Committee: Supports the Executive Director by ensuring compliance, implementing best practices, and managing financial and operational stability.

Board members are protected under the Volunteer Protection Act and FSCU’s liability insurance.

Board members are expected to actively participate in fundraising and make a personal financial contribution at a level that is comfortable for them.

FSCU employs:
• A full-time Executive Director.
• A full-time Quality Assurance Manager.
• A part-time Executive Coordinator.
These staff members work with the Board to strengthen the statewide network of Family Support Centers and the state office.

FSCU is supported by a mix of government and private funding, including:
$3.4 million annually from the State of Utah, managed by the Department of Health and Human Services. This funding is considered to be ongoing.
$5.8 million in Temporary Assistance for Needy Families (TANF) funds since 2019.
$800,000 in CARES Act funds.
$150,000 in private donations.
Strong financial policies and board oversight ensure accountability.
